evaluating energy efficiency and demand response programs. It focuses on small
utilities that have limited staff responsible for these evaluations, outsource
this process to contractors, coordinate through joint action agencies, or
participate in evaluation programs that involve investor-owned utilities or
other service providers. It also focuses on how to conduct the evaluation with
limited financial resources.
